The Faculty of Social Sciences was honoured to host the inaugural Irvin Waller Lecture on October 7, 2025, featuring Dr. Étienne Krug, Director of the Department of Health Determinants, Prevention and Promotion at the World Health Organization (WHO).

The lecture followed Dr. Krug’s receipt of an Honorary Doctorate from the University of Ottawa in recognition of his global leadership in violence prevention and public health.

In his presentation, “Time to Break the Silence: Ending the Global Epidemic of Violence Against Children,” Dr. Krug outlined the urgent need for coordinated, evidence-based strategies to prevent child maltreatment worldwide. He emphasized that up to one billion children—nearly one in two globally—experience some form of physical, sexual, or psychological violence every year. These experiences, he explained, have devastating lifelong effects on health, education, and economic well-being.

Drawing on decades of WHO research, Dr. Krug presented the INSPIRE framework—seven proven strategies for ending violence against children:

  • Implementation and enforcement of laws
  • Norms and values that protect children
  • Safe environments
  • Parent and caregiver support
  • Income and economic strengthening
  • Response and support services
  • Education and life skills

He shared compelling evidence from around the world showing that these strategies, when implemented collectively across health, justice, and social sectors, can significantly reduce violence and improve outcomes for children and families.

Dr. Krug’s address underscored that violence against children is preventable. By strengthening health systems, promoting cross-sector collaboration, and addressing harmful social norms, societies can break cycles of harm and foster safer, healthier futures for the next generation.

The Irvin Waller Lecture Series, named in honour of Professor Emeritus Irvin Waller—an international pioneer in victimology and crime prevention—aims to inspire dialogue and action on evidence-based solutions to violence and victimization.
