“This is not mere naval exercise but not yet a new Cuban missile crisis. This a part of response by Russia to the US/Western countries permission to the Ukrainian government to use their weapons against targets on the Russian territory. The deployment of the Russian Navy ships to Cuba is a signal of potential escalation of the conflict. Putin threatened to give Russian long-range weapons to other countries to hit the Western targets and held exercises with deployment of tactical nuclear weapons with explicit statements that they were in response to such permissions. ”
