In connection with the ongoing Rohingya genocide case at the International Court of Justice, on 18 February 2022 HRREC Director and Neuberger-Jesin Professor Packer and three uOttawa JD/MA students – Loujain ElSahli, Bailey Pelletier and Nathalie Chaar – with Dr Gregory Stanton of Washington DC published a paper entitled: The ICJ and the Issue of Lawful Representation in The Gambia v Myanmar. The paper addresses the controversial grant of procedural capacity to the military junta in Myanmar inconsistent with international legal practice and without reference to international law.
